Damn my google-fu! Where was that anecdote comment about the guy who took his rap-hating friend to a Snoop Dogg concert, only to have him make friends with Mr. Dogg in the parking lot over "Gin and Juice"?

One reasonable search which finds the desired comment, using only information in your question, is {snoop dogg gin juice} (using the Metafilter site search for comments in all subsites). There's only about 20 results to look through.

Within the metaphor, yes. But if you're talking literally, the situation is different and leads to a couple possible interpretations.
1. Take two convex objects A and B; if A is on B, then B also cannot be on A. Snoop may be using the spatial contradiction to draw attention to the fact that we can use inconsistent metaphors to express the same meaning. A more consistent metaphor that avoids the spatial contradiction is "my mind is adjacent to my money".
2. Neither money nor minds (brains?) need be convex. Just imagine a brain completely covered by money. The brain rests atop some money- got my mind on my money- but there is also money atop the brain- and my money on my mind.

Burhanistan: Or, maybe it's more like if my mind is on my money then it means I'm actively scheming to get more of it. But when my money is on my mind it's more like the subconscious background of my decision making process but not necessarily what my internal narrative is playing right then. There's gotta be a cipher or codex for "Gin and Juice" because it represents great insight into NLP.
I'd interpret it as "my mind on my money" means I am watchful and responsible over my assets, and I am making conscious and thoughtful decisions about it. "My money on my mind" implies more of a weight or burden -- I'm anxious about my financial state, and it is always present in my thoughts to some degree or another.
